The City of Manning operates its own municipal water system, which has a capacity of 450,000 gallons per day. The city uses an average of 150,000 gallons per day. The water treatment plant is located on the western edge of town on County Highway M66. The wellheads are all located on the western side of the city as well.
Manning has two water towers. The oldest one was erected in 1904 and was one of the first steel towers west of the Mississippi. The newer tower was built in the early 1970s and is in good condition. The two towers provide good pressure, which is good for fire protection and the fire department's ISO rating.
The wastewater treatment plant is located south of Highway 141 along the West Nishnabotna River. The Average daily flow is 200,000 gallons per day with a peak capacity of 300,000 gallons per day. There are also 2 lift stations. The sewer system is in the final stages of a $1million upgrade.
