The Public Works Department's main responsibilities include streets, water and sewer.  They also maintain the city cemetery, parks, and Recreation Center.  

Justin Mundt, Operations Manager, oversees the public works department.  Justin started working for the City in 2007 with the Public Works Department.  He worked up to the position of Water and Wastewater Operator and eventually Operations Manager.  As Operations Manager, he oversees water, wastewater, streets, cemetery, and all city buildings.  His construction skills can be seen at the Trestle Park Shelter House, the city park, recent Rec Center remodels, and all throughout the community.  Justin manages all his duties with the help of Tom Wittrock, Chad Stammer, Cody Swanson and Brian Halbur.

Manning Municipal Utilities board and director oversee electric, natural gas, telephone, cable TV, and internet.  Formed in 1937, the Manning Municipal Light Plant provides electricity to Manning residents.  Because of local generation capabilities and all underground wiring, Manning residents are less vulnerable to power outages. Formed in 1961, the gas department provides gas to Manning, Templeton, and Aspinwall.

Cooperative buying with other communities ensures residents get the best rates possible. The utility's average usage is 296 Mcf (thousand cubic feet).  Its peak is 1,023 Mcf and capacity is 916 Mcf.   MMCTSU handles the communications arm of the utility and has a wide assortment of telephone, internet, and cable T.V. options to fit any lifestyle.  For more, go to www.mmctsu.com

MMCTSU also runs the local cable channel (Channel 10) that is broadcast in Manning, Templeton, and Dedham.  Advertising rates are $10/day or $25/week.  Ads can be self-created or created by experienced MMCTSU staff and can include your own pictures.  Specials rates are available for birthdays, anniversaries, Valentine's Day, and Christmas and other promotions run from time to time for things like Homecoming, school sporting events, other holidays, and more.  Keep an eye out for these deals that are advertised on Channel 10!

Garbage & Recycling

Residents receive their garbage & recycling bill through the city. Residential garbage and recycling pick-up is contracted with Carroll Refuse.  Bins are provided to residents at no cost.  To request a bin or for other questions, call City Hall or Carroll Refuse Service. A recycling receptacle is also available at the corner of Highway 141 and Park Avenue. 


Residential garbage and recycling pick up is on Tuesday.  Please have your items to the curb by 6 a.m.

In the event of a holiday on Monday or Tuesday, garbage will be picked up on Wednesday.
